NSW:Qantas engineers to stop work - sort of
Qantas engineers have announced industrial action - with a twist.
They say they'll stop work for one hour every weekday, starting next Thursday, until
the week before Christmas.
But they've offered to organise union members to work overtime, in place of the stopped workers.
STEVE PURVINAS from the Australian Licensed Aircraft Engineers Association says that
should Qantas refuse the offer, disruptions will be of its own making.
He says the association's been negotiating with the airline for job security terms
for nearly a year - and any progress has been wiped out with Qantas announcing plans to
scrap up to a thousand Australian jobs and to set up new companies based in Asia.

Tas: One man dead after boating accident
One man is dead and another is in hospital after a boating mishap in Tasmania.
Neither man was wearing a life jacket when their dinghy sank about 200 metres off Hobart's
Lauderdale Beach late yesterday.
Locals found one using an Esky to stay afloat .. and the other unconscious and face
down in the water.
He was taken to the Royal Hobart Hospital where he later died .. the other man's in
a stable condition.
The dinghy's been recovered by police as part of a coronial investigation.

Fed: Rainfall deficits continue in SE Australia
CANBERRA, Dec 3 AAP - A severe lack of rainfall is continuing to plague south-eastern
Australia, the latest drought statement from the Bureau of Meteorology says.
Serious to severe rainfall deficiencies remain in a narrow band that extends along
the coast from southern NSW through Gippsland and on to central Victoria.
Above-normal rainfall eased conditions near Melbourne and south Gippsland during November,
while a large drought-affected region over the South Australian, Queensland and NSW borders
has been largely removed.
Below-average rainfall was recorded in November for the Northern Territory and eastern
Queensland, which was a continuation of a poor end to the 2008-09 wet season and a poor
start to the current season.
The southwest and southeastern parts of Australia have had below average rainfall since
1997, while the Murray Darling Basin has also suffered below average falls since 2002.

SYDNEY, April 26 AAP - Most of the 6,500 NSW students suspended for serious incidents
of violence last year mended their ways on their return, NSW Education Minister Verity
Firth says.
Some 6,500 students were suspended in 2008 for violent behaviour - up 20 per cent since
2005 - News Limited reported on Sunday.
Teachers handed out 400 suspensions to pupils caught carrying weapons last year, it said.
Ms Firth said close to three quarters of the 1.4 per cent of children given a long
suspension had learnt their lesson.
"That is they have been suspended only once that year," she told Macquarie Radio.
"They got their long suspension.
"They were never suspended again.
"So what we do is we remove these students from the school situation. We support these
students with behavioural issues.
"We have a record number of specialist behaviour facilities and programs."
The NSW Parents and Citizens (P&C) Association said it was not alarmed by the high
number of school students suspended for serious incidents of violence.
NSW P&C president Dianne Giblin said figures showed the schools' system of suspension
was working.
"Whilst there is an increase in numbers, our numbers are still quite low for those
particular behaviours," she told ABC Radio.
"We see this as a result of the ability to suspend and the regulations that say that
any young person caught with a weapon is immediately suspended, and that will inflate
the numbers."

NSW: Former RBA governor missing in Sydney
SYDNEY, Dec 21 AAP - A former Reserve Bank of Australia (RBA) governor is missing.
Sir Harold Knight, 89, was last seen at about 8pm (AEDT) on Friday at an aged care
facility on Sydney's north shore.
It's believed Sir Harold, an RBA governor during the Whitlam and Fraser governments,
left the Sydney Street, Willoughby, home on foot.
Police and his family hold grave concerns for Sir Harold, who has a medical condition.
He was last seen wearing a grey sports jacket, blue shirt, grey and black diagonally
striped tie, grey trousers and bedroom slippers.
Anyone with information about his whereabouts is urged to contact Crime Stoppers on

A man's been killed in a car crash on the New England Highway near Tamworth in western NSW.
It's believed the driver swerved to avoid a fox just before midnight and the car crashed
into a bank .. killing a 21-year-old man in the back seat.

ADELAIDE, Dec 4 AAP - A convicted paedophile charged with defaming a South Australian
MP wants to be tried separately from two co-accused.
Craig Ratcliff, 46, has pleaded not guilty to a charge of criminal defamation for allegedly
wrongly naming a serving politician as a paedophile in a television interview in August
2004.
Prosecutors allege he told a journalist with the Seven Network's Today Tonight that
a Labor MP had been videotaped having sex with a boy.
Ratcliff today applied to the SA Supreme Court for his trial to be separated from co-accused
Wendy Utting and Barry Standfield, who each face six counts of criminal defamation.
Utting, 38, and Standfield, 66, are accused of naming the politician referred to by
Ratcliff. They are also accused of naming two senior police officers and another Liberal
politician as paedophiles in a statutory declaration sent to media outlets in March 2005.
The names were never published and have been suppressed for the defamation case.
Lawyer Michael Hegarty, for Ratcliff, told Justice Margaret Nyland the case should
be separated to avoid a risk of "impermissible prejudice" against Ratliff.
Mr Hegarty said his client's defence would be different to those of the co-accused
and the "part played by Mr Ratcliff was likely to be lost" by a jury.
"The charges are totally and distinctly different," he told the court.
"There is a danger that a jury when examining the facts could be led into error.
"That is a major concern for the defence."
In opposing the application, prosecutor Martin Hinton, QC, said the three defendants
had worked together repeatedly since 1995 and most of the evidence presented would overlap.
Mr Hinton told the court about 10 of the 32 witnesses expected to appear at trial were
common to both cases.
He said the trial was not unique and there was no reason a jury would not understand
the different charges or evidence presented.
Justice Nyland has reserved her decision.

She says the Greens's senate ticket will have two more names added to it in the coming months.

SYDNEY, Dec 20 AAP - NSW workers should use the Christmas period to take some 22 million
days of banked-up leave, Tourism Minister Sandra Nori says.
Ms Nori also urged holidaymakers to take the opportunity to visit the state's regions
to boost domestic tourism figures.
She said nationally, Australians had accrued 70 million days of unpaid leave, of which
more than 22 million were estimated to be held by NSW workers.
"This is a great way to help achieve the target of increasing tourist visitation in
the Iemma Government's 10-Year State Plan, simply by seeing employees use some of their
accrued leave to take a break in NSW," Ms Nori said.
The state's peak business organisation Australian Business Limited (ABL) echoed Ms
Nori's message.
"There is plenty of room for everyone to spread out on a beach, or enjoy the fruits
of a vineyard, or enjoy a movie under the stars in NSW", said Kevin MacDonald, CEO of
ABL State Chamber.
"Employers should have policies ensuring that staff take regular leave - there is no
business value in carrying holidays as debt on the books, or having staff burn out. Encouraging
regular holidays is good business practice."

Qld: Driver who killed girl seeks new licence

GOLD COAST, April 6 AAP - A woman who drove onto a crowded Gold Coast footpath and
killed a nine-year-old girl will represent herself in a court application to be reissued
with a driver's licence.
Christie Morgan was 18 when she passed out at the wheel after sniffing butane gas and
ploughed into 11 pedestrians on a Surfers Paradise footpath on August 5, 2001.
She killed Teena-Lea Harris, 9, and seriously injured her younger sister Katie, who
suffered minor brain damage.
Morgan was sentenced to six-and-a-half years in jail and her driver's licence suspended
"absolutely" but she was recommended for parole and served two-and-a-half years.
Under Queensland law she can reapply for her licence after a two-year waiting period,
which expired on April 26, 2004.
Morgan, 23, of Parkwood on the Gold Coast, today appeared in Southport District Court
where she told Judge Ian Dearden she would represent herself at the hearing, set down
for August 14.
Judge Dearden advised Morgan it would be wise for her to seek legal representation
for help in making a "difficult application".
Morgan, who initially blamed the tragedy on a fictitious blue car, must file any affidavits
with the Director of Public Prosecutions by July 31.
Outside court she refused to comment to waiting media and ran to a nearby carpark.

A Cincinnati man pleaded guilty yesterday to selling more than $1 million worth of counterfeit financial and tax preparation software through an Internet auction site, announced Assistant Attorney General Lanny A. Breuer of the Criminal Division; U.S. Attorney Carter Stewart for the Southern District of Ohio; Tracey E. Warren, Acting Special Agent in Charge for the Internal Revenue Service-Criminal Investigation (IRS-CI); Dugan T. Wong, Assistant Inspector in Charge for the U.S. Postal Inspection Service; and J. Mark Batts, Acting Special Agent in Charge for the FBI's Cincinnati Division.
Brandon C. Davis, 31, pleaded guilty before U.S. District Judge Herman J. Weber in the Southern District of Ohio to one count of mail fraud , one count of copyright infringement and two counts of filing a false income tax return.
According to court documents, Davis purchased by downloading or on a CD, Quicken and Turbo Tax software manufactured by Intuit Inc., with accompanying labels and packaging that were protected by copyright. Davis copied the original software multiple times to CDs, without permission, and created counterfeit packaging and labeling for the CDs. According to court documents, Davis sold the counterfeit Intuit software on eBay, received payment and then mailed the counterfeit software to the purchaser via the U.S. Postal Service. Within the packaging, Davis sometimes included a false disclaimer claiming that he was merely acting as a broker for another seller. Davis also falsely represented on the online eBay auctions that he was selling original Intuit software, but instead he sold counterfeit Intuit software, usually at prices below manufacturer's suggested retail price.
Davis failed to report the income from the counterfeit software sales when he filed his income tax returns for 2008 and 2009.
At sentencing, Davis faces maximum penalties of 20 years in prison for the mail fraud charge, five years in prison for the copyright infringement charge and up to three years in prison for each tax charge. Davis agreed to a money judgment and tax lien of $80,074 and to pay restitution in an amount to be determined by the court. He also agreed to forfeit all computer items used to manufacture and distribute the fake software, a 2006 Hummer and $192,117 that was seized from his bank accounts. Sentencing is scheduled for Sept. 22, 2011.
The case is being prosecuted by Assistant U.S. Attorney Timothy S. Mangan of the Southern District of Ohio and Trial Attorney Tara M. Swaminatha of the Criminal Division's Computer Crime and Intellectual Property Section.

Study Results from University of Tokyo Provide New Insights into Political Science.
According to recent research published in the journal Political Communication, "The shift in political communication toward soft news has been accelerated by politicians who appear on ''soft news'' shows, but the literature on the electoral effects of such soft news appearances is limited, especially outside the United State. This article will demonstrate, using a national survey of voters, a survey of politicians, and an Internet-based experiment on Japan's 2007 House of Councillors election campaign, that candidates' appearances on soft news programs have a positive effect on their election results."
"Candidates accrue votes from appearing on traditional news shows, but they accrue more votes from appearing on soft news shows. Moreover, politicians who make frequent appearances on soft news programs tend to gain more candidate-oriented, rather than party-oriented, votes. However, if the candidate's political message is weak, then the positive electoral effects diminish," wrote M. Taniguchi and colleagues, University of Tokyo.
The researchers concluded: "In order to maximize their votes, candidates would be well advised to appear both in soft and traditional media and pay attention to their political, as well as entertainment, message."

CBP UNMANNED AIRCRAFT AID RESPONSE TO RED RIVER FLOODING.

U.S. Customs and Border Protection's Office of Air and Marine has played a crucial role in responding to the severe flooding of the Red River in the upper Midwest.

CBP unmanned aerial systems began providing imagery around the Red River Valley area to the National Weather Service beginning March 25. The aircraft, flown from the National Air Security Operations Center-Grand Forks, have flown over 40 flight hours using their UAS to provide critical information to the NWS flood forecast and emergency management crews. These flights are flown in conjunction with normal operations, and do not take away from critical security missions.
The remotely piloted Predator B UAS has already mapped over 800 nautical miles along the flooded tributaries and basins in Minnesota and North Dakota. The UAS provides streaming video and Synthetic Aperture Radar mapping, and change analysis of areas affected by the flood, such as levee integrity and ice damming. The real-time video stream provides situational awareness to federal, state and local agencies working at the North Dakota and Minnesota emergency operations centers, as well as the North Dakota Army National Guard.
"The images we provide give forecasters a more accurate predictor of when and where the flooding will be at its worst," said John Priddy, director of air operations at NASOC-GF. "Last year we flew more than 55 hours mapping the flooded areas, and with the Big Pipe video system constantly streaming imagery, it allows for the decision makers to study areas of concern in detail."
Big Pipe is a video distribution system that CBP offers to federal, state and local law enforcement agencies providing real-time video and still imagery that increases situational awareness. The images can be viewed anywhere there is an internet connection-including smartphones- allowing for critical asset placement to be informed and timely.
The CBP UAS program expanded to the Northern Border in early December 2008 and provides reconnaissance, surveillance, tracking and acquisition capabilities in areas that are difficult to access or otherwise considered too high-risk for manned aircraft or CBP personnel on the ground. In Fiscal Year 2010, the UAS flew over 500 hours in support of law enforcement and emergency responders.
U.S. Customs and Border Protection is the unified border agency within the Department of Homeland Security charged with the management, control and protection of our nation's borders at and between the official ports of entry. Hanover Capital Mortgage Holdings Announces 2005 Second Quarter Results and $0.30 Per Share Dividend.
EDISON, N.J., Aug. 10 /PRNewswire-FirstCall/ -- Hanover Capital Mortgage Holdings, Inc. reported a net loss for the three months ended June 30, 2005 of $(0.2) million, or $(0.02) per share on a fully diluted basis, compared to earnings of $0.6 million, or $0.07 per share on a fully diluted basis, for the same period in 2004. The Board of Directors declared a second quarter dividend of $0.30 per share on August 5, 2005 to be paid on September 2, 2005 to stockholders of record as of August 22, 2005, according to John A. Burchett, President and Chief Executive Officer.
Estimated REIT taxable income, which excludes income (losses) in taxable non-REIT subsidiaries, was $0.61 per share for the six months ended June 30, 2005. The Board of Directors' dividend policy is to annually pay four quarterly dividends based on management's estimate of HCM's GAAP income and REIT taxable income in order to pay annually the greater of GAAP income or 90% of REIT taxable income.
The loss reported for the three months ended June 30, 2005 resulted primarily from three factors. First, personnel expenses were impacted by the payment of $1.35 million representing the final installment of the earn-out under the terms of the 1997 Contribution Agreement relating to the initial public offering of HCM in 1997. This final installment was made under the terms of the Contribution Agreement because the total return to stockholders during the prescribed testing periods from July 1, 2002 to June 30, 2005 exceeded 15% annually.
The second factor was costs associated with the $20 million raised in March 2005 through a private placement of trust preferred securities. The proceeds of this issuance were not fully invested during the second quarter as demonstrated by HCM's cash position as of June 30, 2005 of $39.2 million compared to $20.6 million as of December 31, 2004. In July, HCM successfully invested approximately $20.5 million in subordinate mortgage backed securities.
The third factor was a loss for the quarter posted by HanoverTrade. While interest in and acceptance of the technology offered by HanoverTrade remains high, the lengthy sales cycle of its technology sales and its lower-than- expected Loan Sale Advisory performance continued to have a negative impact on earnings. The Board of Directors is reviewing strategic alternatives for this business unit. "We feel that our shareholders would be best served by evaluating the strategic options for HanoverTrade consistent with our goal of focusing on portfolio growth at HCM," Burchett continued.
In June 2005, HCM closed the collateralized mortgage obligation structure referred to as the 1999-A CMO and retired its financing securities. HCM purchased the $19.5 million of principal amount residential loans underlying this securitization, which substantially increased the Mortgage Loans Available for sale to $25.6 million as of June 30, 2005 compared to $0.2 million as of December 30, 2004.
In June 2005, HCM also obtained a one-year committed line of credit, through a master repurchase agreement, from a major bank for up to $100 million to finance the purchase and holding of mortgage loans. HCM plans to use this line to acquire whole loan pools for investment and possible securitization.
Burchett added, "HCM's taxable subsidiary, Hanover Capital Partners Ltd., continued to have strong growth in revenues, with a total of $6.9 million for the six months ended June 30, 2005 compared to $5.1 million in the same period in 2004."

The overall mortgage market also continues to perform well with respect to our portfolio. We continue to search for good purchase opportunities," Burchett concluded.
